Dict_Geo_GetAllCities

Список всех городов продукта ЭД, с указанием цифрового кода страны и признака обслуживания города (кеширование 5 минут).
Здесь нет информации об агенте, обслуживающем город, способах обслуживания и т.д.
Параметры:
- 0 => все города
- 1 => только города России
- 2 => только зарубежные города
